NYPD Officer Blows Whistle On Stop & Frisk, Superior’s Told Him To Target “Male Blacks 14 to 21” (Must Read)
As hearings are under way to investigate New York City’s stop and frisk policy, one police officer is testifying that he was told by superiors to target young black men between the ages of 14 and 21.
Stop and frisk is a method of searching people in which a cop is able to stop someone he or she suspects of a crime, and is able to frisk that individual if they feel that there is some justification. New York City policy made 685,724 stops as part of the policy in 2011 alone. In total, they have made over 5 million stops, and 85 percent of those stopped were black or Latino. 88% were innocent, meaning they were not arrested or given a summons.
Officer Pedro Serrano, in court to testify yesterday, played a covert recording he’d obtained of an interraction with his superior where he was told the race of people to target, though not that he should stop everyone of that race:
Stop “the right people, the right time, the right location,” Deputy Inspector Christopher McCormack is heard saying on the recording.
“He meant blacks and Hispanics,” Officer Pedro Serrano, who made the secret recording, testified Thursday in Manhattan federal court.
“So what am I supposed to do: Stop every black and Hispanic?”Serrano was heard saying on the tape, which was recorded last month at the 40th Precinct in the Bronx.[…]
“I have no problem telling you this,” the inspector said on the tape. “Male blacks. And I told you at roll call, and I have no problem [to] tell you this, male blacks 14 to 21.”
During cross examination, City lawyer Brenda Cooke got Serrano to admit that McCormack never said he wanted Serrano to stop all blacks and Hispanics.
“Those specific words, no,” he told her.
The news about targeting black men tracks with yesterday’s revelations that the NYPD set quotas for arrests. It also explains the fact that, in 2011, NYPD made more stops of young black men than there actually are young black men in the city.
Serrano’s tape and testimony were introduced as evidence in a class-action lawsuit against the NYPD’s controversial stop-and-frisk tactic brought by four black New Yorkers who claim they were targeted because of their race.
Also, the first of several tapes surreptitiously made by Brooklyn cop Adrian Schoolcraft made its debut at the trial. The audio he recorded proved that the police department ‘manipulated’ crime reports to make to it seem like crime decreased in NYC.
After the NYPD found out about Adrian’s incriminating evidence, they broke into his apartment, handcuffed him and locked him in a insane asylum for 6 days against his will to silence him.

Handcuffed Man Shot in Back of Police Car
A 21-year-old man was found shot in the head while handcuffed in the back of a patrol car Saturday night. Now police have launched an investigation to determine what happened.
Chavis Carter was a passenger in a pickup truck that was stopped by police in Jonesboro, Ark., Saturday night, according to KAIT, an ABC-affiliated television station. An officer reportedly found some marijuana, and ran Carter’s information. He was wanted on a warrant out of Mississippi, so officers placed him in a patrol car.
“As protocol, he was handcuffed behind his back, double-locked and searched,” said Jonesboro Police Department Sgt. Lyle Waterworth in an interview with WREG-TV.
Just minutes later, police said they heard a thumping noise, turned around and found Carter shot in the head.
Waterworth said he thinks Carter pulled out a hidden gun and shot himself. “Any given officer has missed something on a search, you know, be it drugs, be it knives, be it razor blades,” he said. “This instance, it happened to be a gun.”
His mother, Teresa Carter, disagrees. “I think they killed him,” she said. “My son wasn’t suicidal.”
Carter said she was also told her son was shot in the right temple, although he was left-handed. “I mean, I just want to know what really happened,” she told WREG-TV. “That’s all I want to know.”
The two officers who were present when Carter was found shot were placed on administrative leave.

MUST WATCH: Oakland PD draws guns on two black men just walking down the street
August 1, 2012Livestreamer @BellaEiko caught two Oakland police officers drawing their guns on two men who were walking across the street live. Officers tell them to get down to the ground before both men are detained.
“Would you all have done him like Alan Blueford?” she asks. “This is what happens when you’re black & walking down the street in Oakland.”
It’s horrifying how many police stories we’ve been posting lately, but this is literally happening every day across the US. We will continue to post every single incident we find. This must stop.

Anaheim braces for a weekend of protests over police shootings

Residents in Anaheim braced for more street protests Saturday, following a week of unrest linked to several high-profile police-involved shootings in the Southern California city.
The FBI said Friday it would “consider” investigating police tactics in Anaheim, and Mayor Tom Tait announced he had asked for a federal review of the fatal shooting of an unarmed man July 21. Police described the victim as a known member of the city’s notorious street gangs.
That shooting touched off a wave of demonstrations in the Orange County city, famous as the home of Disneyland.
Amid the scrutiny, the Anaheim Police Department has stood behind its officers.
“As the war against street-gang terrorism continues in cities across America, including Anaheim, the fine men and women of the Anaheim Police Department will continue to serve and protect all the residents of Anaheim who live in fear of gang violence,” Police Association President Kerry Condon said in an open letter to the Register.
